    This in real becomes :

    0.15\times46=6.90 dollars

    But, Tess  says, “It is easy to find 10% of 46 by moving the decimal point one place to the left to get $4.60. Do that twice. Then add the two amounts to get $4.60 + $4.60 = $9.20

    So, Tess is wrong. Rather she should have done 10% of $46 giving $4.6 and then half of 4.6 that is 2.3 dollars. Getting a total of 4.6+2.3=6.9 dollars which is the real amount.
